Which program are you refering to? If you are refering to the demo program in the tutorial, the timer is to provide a time-delay in turning on/off an output. You set a value in the timer's table (press F2, then navigate to the timer's table). When you activate the timer coil, the timer starts counting down until it reaches zero, then its contact will be turned on and if you connect the contact to an output, the output will be turned on.
