You may like to check if the electrohydraulic displacement controller also accept input in PWM type voltage input. In that case you could use the PWM outputs to generate the necessary voltage.

: : Anyway, you can convert the 0-20mA to a voltage signal first by charging the current into a resistor. E.g. a 500 ohm resistor will convert 0-20mA current into 0-10V output. Then you need to find a voltage-to-current converter circuit that can convert the input voltage into 0-100mA current output. Check out some practical opAmps circuit reference book and you may find such a circuit or at least learn the principle for you to design a circuit that can handle 0-100mA.
